In her address, the Minister commended Ugandans in the diaspora for their unwavering contribution to the country’s socio-economic transformation through investments, remittances, skills transfer and expertise, noting that the diaspora remains a critical partner in Uganda’s development journey.
Hon. Nankabirwa highlighted ongoing government reforms under the Rationalisation of Agencies and Public Expenditure (RAPEX) programme, aimed at eliminating duplication and enhancing efficiency in public spending. She noted that savings realised through these reforms have been redirected in FY 2025/26 to priority sectors, including healthcare (+15%), education (+12%) and infrastructure (+10%)
She emphasised the central role of the energy sector in driving industrialisation, outlining Uganda’s progress from just three power plants to over 40 today. Installed electricity capacity has grown from 60MW to 1,837MW, with a target of 3,127MW by 2027.
Electricity access now stands at 57.2%, supported by strategic projects such as Karuma and Isimba dams, expanded transmission lines spanning 4,354 kilometres, and increased investment in renewable energy, particularly solar, to enhance energy security and climate resilience.
On oil and gas, the Minister confirmed progress on the Uganda Refinery Project in Hoima, with Alpha MBM (UAE) holding 60% equity and UNOC 40%, alongside the ongoing East African Crude Oil Pipeline (EACOP) to Tanga, expected to be completed within two years.
Hon. Nankabirwa reaffirmed government’s appreciation of the diaspora as ambassadors of Uganda, encouraged registration with Ugandan missions abroad to facilitate support and electoral participation, and called upon them to protect the gains the NRM Government has achieved since 1986
The convention is organised by the Ministry of Foreign Affairs in partnership with the State House Diaspora Unit. Senior Presidential Advisor on Diaspora Affairs and Head of the State House Diaspora Unit, Mr Mohammed Bagonza, is attending the convention.
