In a significant step toward enhancing service delivery for Ugandans living abroad, the Government of Uganda has officially launched the country’s first electronic mobile passport enrolment system at the Uganda High Commission in Pretoria, South Africa.
This milestone was announced during a courtesy call paid to the High Commissioner, H.E. Paul Amoru, by the Head of the State House Diaspora Unit, Mr. Mohammed Bagonza, and the Minister of State for Youth and Children Affairs, Hon. Balaam Barugahara.
The new passport enrolment machine, which is currently undergoing pilot testing in South Africa, is a major advancement in bringing services closer to the diaspora. Once fully tested and operational, the system is expected to be rolled out across other Ugandan embassies worldwide, enabling faster, more efficient, and mobile passport application and renewal services for Ugandan nationals abroad.

Ugandans in South Africa to Benefit from First Electronic Mobile Passport Machine
The launch follows productive high-level engagements held during the 3rd Confederation of Ugandans in Southern Africa (COUSA) Convention, which took place in Johannesburg from August 2–3, 2025. The convention brought together Ugandans from across Southern Africa to engage on key national development issues and to strengthen their bond with their motherland.
During their visit to the High Commission in Pretoria, Mr. Bagonza and Hon. Barugahara discussed a wide range of matters with Ambassador Amoru, including national ID registration and renewal, passport services, and mechanisms to streamline access to essential government services for the diaspora.
The pilot program in South Africa marks an exciting beginning, not only for improved consular services but also for building trust and convenience between the Government and its citizens abroad.
The State House Diaspora Unit reaffirmed its dedication to strengthening diaspora-government relations through meaningful reforms, innovation, and people-first service delivery.
As Uganda continues to expand its outreach to its diaspora community, the successful implementation of the mobile passport system is expected to serve as a model for digital transformation across Uganda’s diplomatic missions.
